Aena's Board of Directors approved today, 29 October, an incentive package for the 17 airports and heliports with fewer than 3 million passengers that have not regained the traffic levels recorded prior to the COVID pandemic.
The new incentives consist of a 100% discount on airport security and PRM (Passenger with Reduced Mobility) charges for additional passengers compared with the equivalent season in 2023. The growth must take place on routes that do not overlap with those operated by other airlines.
The airports to which this incentive will apply are the following: A Coruña, Seve Ballesteros-Santander, Federico García Lorca Granada-Jaén, Vigo, Jerez, Aeropuerto Internacional Región de Murcia, Almería, Pamplona, Valladolid, León, Logroño-Agoncillo, Córdoba, Burgos, Albacete, Madrid-Cuatro Vientos, Huesca-Pirineos and Algeciras Heliport.
The incentive will be applied during the summer and winter seasons of 2025 and 2026. It involves a discount of around 70% of the total cost of operating at these airports for additional flights.
The current incentives are maintained
This incentive is in addition to the one that Aena has approved this year for the period 2024-2026 for regional airports, which consists of a 100% discount on the passenger charge for all additional passengers with respect to those existing for each company in the equivalent season of 2023. Specifically, this incentive already applies to the 32 airports and heliports that had fewer than 3 million passengers in 2023: Asturias, Girona-Costa Brava, La Palma, La Palma, A Coruña, Seve Ballesteros-Santander, Vigo, Reus, Federico García Lorca Granada-Jaén, Jerez, A.I. Región de Murcia, Almería, Zaragoza, Melilla, San Sebastián, Vitoria, El Hierro, Valladolid, Pamplona, La Gomera, Ceuta, Badajoz, León, Algeciras, Salamanca, Logroño-Agoncillo, Son Bonet, Sabadell, Córdoba, Burgos, Albacete, Madrid-Cuatro Vientos and Huesca-Pirineos.
Airlines will be exempted from paying the passenger charge for all additional passengers beyond the figures for 2023 for three consecutive years.
In addition, the incentives for opening routes to new destinations at airports with more than 3 million passengers are maintained until March 2027, and growth is boosted with regard to the previous equivalent season on routes to Asia.
Annual incentives for the two heliports, Algeciras and Ceuta, are also maintained, in order to boost connectivity.
Airlines also receive rebates for operating during the low season at seasonal airports in the Balearic Islands and the Canary Islands, Ceuta and Melilla, on off-peak days at airports in the Canary Islands and for connecting passengers.
In the case of cargo transport, there is also an incentive for growth in operations for companies operating wide-body cargo aircraft.

Incentives at La Palma airport
In addition, Aena’s Board of Directors has decided to extend the incentive for airlines operating at La Palma Airport until 2025 in order to promote tourism and consolidate the recovery of air traffic, and to boost the scheduling of routes and operations by the airlines. This incentive has already been applied throughout 2022, 2023 and continues in 2024. Aena is thus contributing to the recovery of activity on the island, which was severely affected by the eruption of the volcano in the Cumbre Vieja natural park.
The incentive involves reimbursing the infrastructure use charge or passenger charge on departing flights between 1 January 2025 and 31 December 2025 from La Palma Airport to mainland Spain, the Balearic Islands or an international destination.
The incentive acts on the charge that airlines pass on to passengers for the use of the infrastructure, which contributes to promoting activity at La Palma Airport.
This measure has the collaboration of the Special Commissioner for the Reconstruction of the Island of La Palma, who has promoted this initiative.
