Single European Sky
Aena has a key role in implementing the Single European Sky and meeting its goals.
The Single European Sky initiative (SES) was launched in 1999 by the European Commission. The essential goal was to restructure the European ATM system and help it to develop into a more efficient air transport system by harmonising and improving the provision of air navigation services.
Meeting the goals of the Single European Sky will address the challenges associated with the estimated growth of the next few decades in the air transport industry; additional capacity for forecast future demand will be generated and the overall performance of the European air traffic management system will be enhanced.
The SES initiative consists of two main legislative packages (SES I and SES II), and a number of supplementary measures. This legal framework forms the base on which the main pillars of the Single European Sky will be built:
Establishing a performance scheme which sets the required performance levels for all industry players in key areas, such as safety, the environment, capacity and profitability. The European Commission establishes performance targets at EU level for the corresponding reference periods: RP1 (2012-2014), RP2 (2015-2019), and so on.
Directly related to this sphere is the establishment of a charging scheme for air navigation services.
Establishing a Network Manager which will take on a number of ATM duties: designing routes at European level, managing frequencies and radar codes, air traffic flow management (ATFM) and operating the European Aviation Crisis Coordination Cell.
Establishing cross-border functional airspace blocks (FAB) based on operational requirements so as to achieve a more rational organisation of airspace. In this context, the geographical location of Portugal and Spain at the south-western tip of Europe and the characteristics of their respective traffic make these States natural partners for establishing a functional airspace block (SW FAB). That is why Aena and the other players involved are currently taking an active role in several areas and levels to establish the SW FAB.
The SES performance targets must be met by the coordinated and synchronised deployment of the new ATM infrastructure. The technological branch of the SES initiative is the SESAR programme (Single European Sky ATM Research), an R&D&i project by the European air transport community which aims to implement a European high-performance air traffic control network by 2020.
Aena is certified as an air navigation service provider and an air traffic controller training organisation in accordance with the applicable Single European Sky regulations and in compliance with the corresponding process of ongoing supervision by EASA.<7p>
Aena, as a key player in achieving the SES goals, coordinates and cooperates with the other agents in the sector on activities deriving from the implementation of the Single European Sky.
